President and CEO of Garnet Health, a three-hospital healthcare delivery system. Previously served as President and CEO of Oneida Health. Prior to joining Oneida Health, served as CEO of Garnet Health Medical Center – Catskills from 2017-2022. Joined Garnet Health in 2004 as Administrator of Revenue Cycle Management and was later promoted to Vice President and Site Administrator of the Arden Hill Hospital Campus. In 2009, he was promoted to Vice President of Hospital Operations. After overseeing the relocation of two hospital campuses into one new hospital building in 2011, he was promoted to Chief Operating Officer. Previously Director of Patient Accounting at New York University Medical Center, and a member of Cap Gemini, Ernst and Young's national healthcare consulting practice. Earned a Bachelor of Science degree in Social Services from LeMoyne College and his Master of Health Systems Administration degree from Rochester Institute of Technology. Joe Anesi is the Chief Legal Officer and General Counsel at Garnet Health. In this role, he oversees the office of General Counsel, managing all legal services, outside counsel, physician, managed care, and business contracting, and litigation defense. He also provides legal support and advises the System Chief Executive Officers and Board of Directors on strategy and governance, and oversees the Associate General Counsel and Risk Management division. Before joining Garnet Health, Mr. Anesi had over 23 years of experience practicing law with law firms and various corporations, including public, private, and not-for-profit organizations. His background encompasses corporate, regulatory, litigation, and healthcare practices. Mr. Anesi holds a Bachelor's degree in English from the University of Rochester, a Juris Doctor from Duke University School of Law, and a Master of Public Health degree from the Harvard School of Public Health.
Chief Financial Officer for the system, oversees all areas related to revenue and expenses. Responsible for Patient Registration, Supply Chain, Hospital and Physician Billing, Patient Access, Coding, Clinical Documentation and Improvement, real estate and construction.

William Dauster is the President and Chief Philanthropy Officer at Garnet Health Foundation, where he is responsible for major donor cultivation and solicitation. He has over 40 years of experience in hospital philanthropy and marketing. Prior to his role at Garnet Health, he served as Vice President of Marketing and Development for Hudson Valley Hospital Center, overseeing foundation operations, capital campaigns, and revenue growth. He has successfully completed significant fundraising campaigns, including a $16 million campaign at Hudson Valley Hospital Center and a $20 million campaign for Jersey City Medical Center. Mr. Dauster holds a Master of Science degree in Specialized Journalism - Industrial Advertising & Public Relations from NYU Polytechnic University and a Bachelor of Arts degree in English from William Paterson University. He is a Certified Fund Raising Executive and was the founding President of the Association of Fund Raising Professionals, Westchester Chapter. He also serves on the boards of Vision Hudson Valley and the Orange County Citizens Foundation, and is a member of the Wallkill East Rotary Club.
