Rear Admiral Darin K. Via serves as the U.S. Navy Surgeon General and Chief of the Bureau of Medicine and Surgery (BUMED). He is a native of Illinois and holds a Bachelor of Science in Biology from Millikin University. RADM Via enlisted in the U.S. Navy Reserve in 1985 as a Hospital Corpsman and entered active duty in 1987. He earned a Doctor of Medicine from the Uniformed Services University of the Health Sciences in 1991 and completed a Master of Health Care Delivery Science from Dartmouth College in 2014. His professional training includes an anesthesiology residency and a trauma anesthesia fellowship. He is also qualified as an Undersea and Diving Medical Officer. Throughout his career, RADM Via has held various positions, including staff anesthesiologist, department chairman, and director for surgical services at Naval Medical Center Portsmouth. Operationally, he served in leadership roles during Operation Noble Eagle, Operation Iraqi Freedom, and Operation Enduring Freedom. He was the first Navy medical officer to serve as Command Surgeon for both the U.S. Pacific Fleet and U.S. Central Command. Prior to becoming Surgeon General, he served as the Navy Deputy Surgeon General and Deputy Chief of BUMED. He is also a certified physician executive and a clinical professor of Anesthesiology at the Uniformed Services University.
Rear Admiral Rick Freedman serves as the Deputy Surgeon General and Deputy Chief, Bureau of Medicine and Surgery at Navy Medicine. He is a native of Philadelphia, Pennsylvania. He earned a Bachelor of Science degree and a Doctorate in Medical Dentistry from the University of Pittsburgh, a Master's degree in Health Sciences from George Washington University, and a Certificate in Comprehensive Dentistry from the Naval Postgraduate Dental School. He was commissioned as an ensign in 1991. Rear Adm. Freedman's previous assignments include director of Operations, Strategy, and Education (J-3/5/7) at the Defense Health Agency; director, Medical Systems Integration and Combat Survivability, N44, Officer of the Chief of Naval Operations; assistant deputy chief, Healthcare Operations, Bureau of Medicine and Surgery; Navy Medicine's project lead for transformational activities related to the implementation of the 2017 and 2019 National Defense Authorization Acts; and executive assistant to the Navy Surgeon General. He also served as the director of the American Dental Association accredited Advanced Education in General Dentistry residency program in Jacksonville, Florida. He commanded Naval Hospital Camp Lejeune and served as executive officer at U.S. Naval Hospital Okinawa, Japan. Rear Adm. Freedman is a Fellow of the American College of Healthcare Executives, a member of the Interagency Institute for Federal Health Care Executives, a recognized Diplomate of the American Board of General Dentistry, and a Fellow of the Academy of General Dentistry. He is an appointed faculty member at the Uniformed Services University of the Health Sciences and was one of the original representatives on the Bureau of Medicine and Surgery's Oral Health Advisory Board. He also served as the 39th Chief of the Navy Dental Corps. His decorations include the Legion of Merit (five awards), Meritorious Service Medal (five awards), Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (two awards), and various service and unit awards.
Force Master Chief PatrickPaul C. Mangaran is the 17th Force Master Chief of Navy Medicine and Director of the Hospital Corps. He assumed these duties on October 27, 2023. Originally from Pittsburg, California, he enlisted in the Navy on September 29, 1997. He is the first second-generation hospital corpsman and the first Filipino-American to hold these roles. Force Master Chief Mangaran's professional background includes 26 years of experience as an advanced laboratory technician and four command master chief tours. After completing Hospital Corpsman "A" School and Advanced Medical Laboratory Technician "C" School, he served at Naval Hospital Great Lakes, IL, followed by tours aboard the USS Constellation (CV 64) and USS Tarawa (LHA 1). He also served as an instructor at Hospital Corpsman "A" School. His career includes service with the 1st Marine Division (Reinforced) at Camp Pendleton, CA, and Naval Medical Center San Diego, CA. He was also stationed aboard the USS San Diego (LPD 22). His command master chief tours include the USS Scout (MCM 8), USS Rushmore (LSD 47), Navy Medicine Readiness and Training Command San Diego / Naval Medical Center San Diego, and 1st Marine Division (Fleet Marine Force). Prior to his current role, he served as the 4th Director, Command Senior Enlisted Leader Management Office. Force Master Chief Mangaran holds a Master's Degree in Clinical Research Administration and a Bachelor's Degree in Clinical Laboratory Science. He is also a Master Training Specialist.
Dr. Mike McGinnis was sworn in as the new Navy Medicine Executive Director by Rear Adm. Darin Via, the Navy Surgeon General, on February 6, 2024. He is only the second Senior Executive Service (SES) civilian to serve in this role. [11] He served 34 years in Navy Medicine, retiring as a Captain in the Medical Corps in 2023. [11]
