Founder, CEO and Chairman

Dr. Jacofsky is an international speaker and respected authority in health care reform strategies for payors, providers, and health systems. He has extensive background in business management and is the founder, CEO and Chairman of HOPCo (Health Outcomes Performance Company), The CORE Institute®, and its affiliated entities. Consistent with his academic pursuits, Dr. Jacofsky is on the Editorial Review Board of The Journal of Arthroplasty, The Journal of Knee Surgery, The Journal of Hip Surgery, and Orthopedics. He is an inventor listed on over 30 patents.

Wael Barsoum, MD

President & Chief Transformation Officer

Dr. Wael Barsoum is an orthopedic surgeon with over 20 years of experience in healthcare leadership and transformation. He currently serves as the President and Chief Transformation Officer at Healthcare Outcomes Performance Company (HOPCo), where he focuses on shifting from volume-based to value-based care models. Prior to joining HOPCo in 2020, Dr. Barsoum was the CEO and President of Cleveland Clinic Florida, where he oversaw significant growth and integration of health systems. He is recognized for his innovative approach to healthcare operations and has published extensively, in addition to holding multiple patents. Dr. Barsoum is also a member of the Hip Society and the Knee Society. He received his medical degree from Ohio State University and completed his orthopedic surgery residency at the Cleveland Clinic.

Arash Araghi, DO

Chief Medical Officer

Arash Araghi, DO, is the Chief Medical Officer and Chief Compliance Officer at Healthcare Outcomes Performance Company (HOPCo). He is a board-certified and fellowship-trained orthopedic surgeon specializing in arthroscopic and reconstructive surgery of the shoulder and elbow. Dr. Araghi graduated from the New York Institute of Technology College of Osteopathic Medicine in 1995, where he completed a seven-year accelerated B.S./D.O. program. He completed a rotating internship and a residency in general surgery and orthopedic surgery at Peninsula Hospital Center in New York. He pursued extensive fellowship training in shoulder and elbow surgery at New York University Hospital, followed by additional training in Australia, Switzerland, and the Mayo Clinic. He began his work with HOPCo in 2005, contributing to the development of musculoskeletal outcomes management and value-based healthcare solutions. Also in 2005, he started as an Orthopedic Surgeon at The CORE Institute. His experience includes overseeing the development of evidence-based protocols, complications review, peer-review, quality metrics, and standardization. He also manages compliance with federal and state regulations. Dr. Araghi has held leadership positions including Chief of Surgery at Banner Del E Webb Hospital, Chairman of its Credentialing Committee, Chief Medical Officer of The CORE Institute Specialty Hospital, and Medical Director of Banner CORE Union Hills Ambulatory Surgery Center. He holds a Master of Medical Management degree from the University of Southern California and is Certified in Healthcare Compliance. He has received several honors, including the "Mel Post" award for excellence in clinical research and the "Bob Green, DO" award. He is a member of several professional organizations, including the American Academy of Orthopedic Surgeons and the American Osteopathic Association.

Marc C. Jacofsky, PhD

Chief Scientific Officer

Marc C. Jacofsky, PhD, serves as the Chief Scientific Officer at Healthcare Outcomes Performance Company (HOPCo). He is considered an expert in the field of musculoskeletal anatomy and biomechanics. Dr. Jacofsky joined HOPCo in 2006, having previously held roles as Director of Intellectual Property Development and Vice President of Research and Development. His PhD research concentrated on the comparative anatomy of the hand and the application of bioengineering techniques to study mammalian functional morphology. Dr. Jacofsky possesses more than ten years of experience in orthopedic research and research operations, during which he has created innovative research platforms for the robotic testing of joint replacements and fractures. In 2009, he was a founding board member of the Musculoskeletal-Orthopedic Research and Education (MORE) Foundation, the preferred research partner of The CORE Institute, and currently serves as its Executive Director of Research and Education. Additionally, Dr. Jacofsky is a prolific inventor with over 25 issued United States patents, numerous international patents, and more than 20 patent applications pending. His innovative prosthetic work for humans and animals has been featured on television shows like PBS Nature, Discovery Channel, and Inside Edition. He has also contributed to over 20 peer-reviewed publications and presented his team's research at more than 50 national and international medical conferences. He holds an adjunct faculty position at Arizona State University.

Michael Meneghini, MD

Chief Market Development Officer

Dr. Michael Meneghini is the Chief Market Development Officer at Healthcare Outcomes Performance Company (HOPCo), where he focuses on developing physician practice partnerships and driving growth. He is also a globally recognized, award-winning orthopedic surgeon and educator with nearly 20 years of experience, specializing in total and partial hip and knee replacement, revision procedures, outpatient joint replacement, and computer-assisted surgical techniques. Dr. Meneghini is the founder and CEO of the Indiana Joint Replacement Institute (IJRI), also referred to as the Indiana Orthopedic Institute (IOI), which is recognized for its orthopedic care and joint replacement. Before founding IJRI/IOI, he was the founder and director of the Indiana University Health Hip and Knee Center. His educational background includes a Magna Cum Laude degree in engineering from Rose-Hulman Institute of Technology, a medical degree from Indiana University School of Medicine, an orthopedic surgery residency at Rush University Medical Center, and a fellowship in complex hip and knee replacement at the Mayo Clinic. He achieved the rank of Professor in Clinical Orthopaedic Surgery at Indiana University School of Medicine in 2020. Dr. Meneghini is a prolific author of over 200 peer-reviewed journal articles and book chapters and is actively involved in clinical and industry conferences. He holds several U.S. patents and has developed innovative designs in clinical use. He serves on the executive boards of several orthopedic organizations, including the Hip and Knee Societies, the Mid-American Orthopaedic Association (MAOA), and the International Congress for Joint Reconstruction (ICJR). He is also the incoming President of the American Association of Hip and Knee Surgeons (AAHKS), taking office in 2025.

Sarah Muller, PA-C

Chief Integration Officer

Sarah Muller, PA-C, serves as the Chief Integration Officer at Healthcare Outcomes Performance Company (HOPCo). She has extensive experience in the healthcare industry, beginning her career in 2008 as a Physician Assistant at The CORE Institute, where she gained valuable clinical experience. Muller joined HOPCo in 2008 and has held several leadership positions within the company. Prior to becoming Chief Integration Officer in 2022, she served as the Executive Vice President, Quality & Clinical Care for 10 years, where she was involved in developing HOPCo's IT system for analytics and outcomes reporting. Her expertise includes quality and process improvement, risk assessment, and patient safety data analysis. Muller is a certified Physician Assistant, holding a Master's degree from Western Michigan University and a Bachelor's degree from Central Michigan University. She leads a multidisciplinary team focused on integrating clinical care, operational management, and process improvement across HOPCo's musculoskeletal care services.

Jason Scalise, MD

Chief Value Officer

Jason Scalise, MD is the Chief Value Officer at Healthcare Outcomes Performance Company (HOPCo). In this role, he is responsible for expanding HOPCo's national network into new markets and integrating new physicians. He also leads initiatives to develop and implement new technologies aimed at improving efficiency and patient value. Dr. Scalise is a board-certified and internationally fellowship-trained specialist in reconstructive and arthroscopic surgery of the shoulder, practicing with The CORE Institute. He is considered a national leader in various shoulder surgeries, including replacement, revision replacement, fracture surgery, and rotator cuff surgery, and was awarded the Cleveland Clinic Innovator Award. He is an expert in payor reform models, has published extensively in academic journals, and is a past President of the Arizona Orthopedic Society. Dr. Scalise has presented his research internationally and contributed chapters to books on shoulder reconstructive surgery. He is also a regular speaker and author on healthcare and payor reform strategies. His prior roles at HOPCo include Vice Chairman for Strategy and Director of National Physician Integration, and Chief Growth Officer. His training includes a Fellowship in Shoulder Surgery at the Cleveland Clinic, an Orthopedic Residency at Wayne State University, an MD from Flinders University, and a BS in Biology from the University of California San Diego.

Peter J. Slate

Chief Corporate Development Officer

Peter J. Slate serves as the Chief Corporate Development Officer at Healthcare Outcomes Performance Company (HOPCo). He is a seasoned healthcare professional with experience in numerous senior executive roles at both public and private companies. Before joining HOPCo, Slate was the U.S. Managing Director of ElMindA, Ltd., a neuro-technology company. Prior to that, he co-founded and served as Chief Executive Officer of Bonovo Orthopedics, Inc., an international provider of orthopedic products. He was also the Founder and Chief Executive Officer of DragonTech International and the founding CEO of Arizona Technology Enterprises (AzTE), which focused on creating medical device and technology startups. Earlier in his career, Slate practiced as a corporate attorney specializing in mergers and acquisitions, securities, and private equity transactions with the law firm of Katten Muchin Rosenman. He also held senior positions at Baxter International Inc. and Primecare International, Inc. Peter Slate holds a Bachelor's degree in Political Science - International from the University of Michigan, a Juris Doctor (JD) degree from The George Washington University Law School, and a Master's in Business Administration (MBA) with a focus on Finance from the Northwestern University - Kellogg School of Management. He has also served on various corporate and non-profit boards and acted as a strategic advisor internationally.

LeAnne Stewart, MBA, CPA

Chief Financial Officer

LeAnne Stewart, MBA, CPA, is the Chief Financial Officer at Healthcare Outcomes Performance Company (HOPCo). She is described as a veteran Finance leader with decades of experience in publicly traded and private companies across healthcare and other large industries, known for directing meaningful change and evolution within organizations. Her global experience includes expertise in investor relations, compliance, M&A, and capital markets. Prior to her role at HOPCo, she served as CFO for companies such as Axia Women's Health, 21st Century Oncology, and CRC Health Group, where she utilized her expertise to enhance integrated IT, compliance, and operational teams. LeAnne Stewart holds a Bachelor of Arts degree in accounting from The College of St. Benedict and an MBA from the University of Pennsylvania's Wharton School of Business. She is a Certified Public Accountant and a Certified Management Accountant. Her earlier career included financial management positions at Nash Finch Company and Enron Europe, and she started in public accounting at Ernst & Young. She has also served on the Board of Trustees for the College of Saint Benedict.

Rina Vertes, FSA, MAAA

President, Value-Based Care Solutions

Rina Vertes, FSA, MAAA, is the President of Value-Based Care Solutions at Healthcare Outcomes Performance Company (HOPCo). She has over 35 years of experience in designing and implementing value-based payment models and working with various healthcare stakeholders, including health insurance companies, providers, and vendors. Prior to her role at HOPCo, Vertes served as the Chief Actuary and Chief Underwriter at Blue Cross Blue Shield of Massachusetts (BCBSMA), where she was involved in the implementation and risk management of significant healthcare reform initiatives in Massachusetts. She co-led the development and implementation of the Alternative Quality Contract at BCBSMA, which is recognized as a prototype for ACO models. Vertes was also the CFO of Minuteman Health. Since 2011, she was the President of Marjos Business Consulting, LLC, providing actuarial and strategic expertise on risk management and responses to payment reform initiatives like bundled payments and ACOs. Additionally, Vertes is a Governor-appointed member of the Board of the Massachusetts Health Connector, the state's health insurance exchange, and was appointed to the Merged Market Advisory Council in 2020. She chairs the Medicare Workgroup of the American Academy of Actuaries and has taught at Northeastern University. She holds an undergraduate degree in Math and Actuarial Science from the University of Connecticut.

Bryan Wall, MD

Chief Medical Informatics Officer

Bryan Wall, MD is the Chief Medical Informatics Officer at Healthcare Outcomes Performance Company (HOPCo). He is an internationally fellowship-trained orthopedic surgeon specializing in arthroscopic and reconstructive surgery of the shoulder. Dr. Wall earned his medical degree from Emory University School of Medicine, graduating cum laude, and completed his residency at the Louisiana State University Health Sciences Center. He further specialized with a fellowship in shoulder surgery at Clinique St. Anne Lumiere in Lyon, France. In his role at HOPCo, Dr. Wall is responsible for developing integrated systems for collecting and analyzing healthcare data, leading a team of software engineers and data scientists to create a physician-friendly and patient-focused IT environment. His work includes integrating clinical and financial data and building tools for outcomes reporting and patient engagement. Dr. Wall's background also includes serving as Chief Executive Officer of The CORE Institute Specialty Hospital. He remains involved in academic medicine, having been an assistant professor at the Louisiana State University Health Sciences Center and presenting research internationally. He received “The Mel Post Award for Excellence in Clinical Research” from the American Shoulder and Elbow Surgeons.
