Anne Bakar is President and Chief Executive Officer of Telecare Corporation, a leading national provider of inpatient and outpatient behavioral health care services, dedicated to the recovery of those with complex needs, since 1965. Kent Eller, MD, is the Senior Vice President and Chief Medical Officer at Telecare Corporation, where he has worked for six years. He is responsible for Telecare's psychiatric services, overseeing psychiatric care, the Physician Services Organization (TLC), clinical quality, and risk management. Before Telecare, Dr. Eller was Chief Medical Officer at Southwest Network, Inc., and held senior medical leadership roles at Magellan Health Services and ValueOptions, Inc. He earned his BA and MD from Southern Illinois University, completed an adult psychiatry residency at the University of Vermont, and a fellowship in consultation-liaison psychiatry at Memorial Sloan-Kettering Cancer Center. Anita Barnas is the Senior Vice President, Chief Program Operations Officer at Telecare Corporation, where she has worked for nearly 10 years as of a May 2024 interview. In this role, she is responsible for overseeing six major product lines: acute, subacute, SNF, crisis, community, and residential services, across more than 100 programs in seven states. She is a member of the National Council for Behavioral Health and participates in other organizations promoting behavioral health services.
Dawan Utecht is the Senior Vice President, Chief Development Officer at Telecare Corporation, joining in January 2022. In this role, she is responsible for new business development, start-up operations, strategic growth, customer relations, and government relations. Prior to her time at Telecare, Utecht had 30 years of healthcare leadership experience, with 20 years in the private sector. Most recently, she served as the Director of Behavioral Health and Public Guardian in Fresno County for over eight years, where she led transformation efforts and grew the department's budget and staff. She was recognized as one of the longest-tenured directors in the state for large counties. Before her county role, Utecht held various healthcare executive positions, including as the Chief Executive Officer of an adult acute inpatient psychiatric hospital within a large hospital system in Fresno. She also oversaw rehabilitation, home health, long-term care, and hospice services. Utecht has been active in statewide leadership, holding positions in the California Behavioral Health Directors Association and the CalMHSA Joint Powers Authority. She has also served on commissions and workgroups related to behavioral health and workforce development, including the Fresno County First 5/Children and Families Commission and the California Future Workforce Commission Behavioral Health Subcommittee. She holds a Bachelor of Science in Kinesiology from the University of California, Los Angeles, and a Master of Science in Physical Therapy from Columbia University in New York. Utecht is a past recipient of the Top 10 Professional Women of Fresno County award and the California State University, Fresno, Health and Human Services Community Hero award. She has a background in physical therapy and a shared passion to improve systems and services of care for those in need.
Trisha Niemuth is the Senior Vice President and Chief Financial Officer at Telecare Corporation. She joined Telecare in February 2023, bringing prior experience as the CFO at Vibra/Ernest Healthcare from October 2018 to February 2023. Her professional background also includes senior operations and finance roles at LifeCare Health Partners and leadership positions at LifeCare Hospitals.
