Executive Leadership

Kimberly G. Boswell (Kim)

Commissioner

Sworn in as Commissioner of the Alabama Department of Mental Health (ADMH) on December 16, 2020. Has more than 36 years of experience working with individuals with mental illness, substance use disorders, and developmental disabilities. Previously served as Chief of Staff, Associate Commissioner for Administration, and Director of Human Resources for ADMH. Worked as a planner to improve human service delivery systems, a program evaluator, a School to Work transition coordinator, and served as the state office administrator for the Alabama Department of Rehabilitation Services. Earned her Master of Social Work from the Florida State University College of Social Work and a Bachelor of Social Work degree from The University of Alabama at Birmingham. [5, 15]

Collier Tynes Dixon

Chief of Staff

Supports the commissioner in managing and monitoring key areas of the department regarding major policies or issues. Serves as one of the main advisors to the commissioner and supervises the activities of Legislative & Constituent Affairs. [8]

Thomas Bailey Klinner

General Counsel

Thomas Bailey Klinner serves as the General Counsel at the Alabama Department of Mental Health, a position he has held since June 2012. Prior to this role, he was the Assistant General Counsel at the same department from October 2007 to June 2012. As General Counsel, he is involved in representing the department in legal matters, planning legal strategies, and advising departmental employees on legal implications.

Andrea Medders Hutchings

Legislative Affairs and Constituent Services Director

Andrea Medders Hutchings serves as the Legislative Affairs and Constituent Services Director at the Alabama Department of Mental Health since January 2024. Prior to this role, she held positions including State Scheduler for Senator Katie Britt from January 2023 to December 2023 and Scheduler for Britt for Alabama Inc. from July 2021 to January 2023. Her experience also includes working at the Business Council of Alabama as Political Affairs Manager and Executive Assistant between 2019 and July 2021. Hutchings also served in the Alabama Office of the Governor as Scheduling Director, Scheduling Coordinator, and Assistant Scheduling Director from June 2017 to 2019. She also worked as a Special Project Assistant for State Representative Thad McClammy from May 2016 to June 2017 and as an Intern at the Alabama House of Representatives from January 2016 to May 2016. She earned a Bachelor's degree in political science and government from Auburn University at Montgomery (2016-2017) and attended the University of North Alabama (2013-2016) studying the same field. She is married to Philip Hutchings.
