Connecticut officials reached a settlement with Prospect Medical Holdings regarding Rockville General Hospital. The agreement, published on May 23, allows Prospect to permanently close most services at Rockville General Hospital, except for the emergency room and behavioral health. This settlement concludes a state investigation launched in October 2024 into unauthorized service cuts at the hospital. Prospect agreed to a $300,000 claim in the bankruptcy case as a result of the service termination. The terms require Prospect to maintain emergency services at Rockville for three years and keep existing inpatient behavioral health services nearby. The agreement also grants state permission to terminate Rockville's status as a full-service acute care hospital and convert it into a satellite campus of Manchester Memorial Hospital. Prospect still needs permission for this consolidation from the Department of Public Health. The settlement will be binding for any future buyers of Prospect's Connecticut hospitals. Yale New Haven Health had a tentative agreement to purchase the hospitals but the deal has faced complications, including lawsuits and Prospect's bankruptcy, leading Yale to state in February that closing the deal would be 'impossible'. An auction process for the hospitals is expected through the bankruptcy court. [1, 21]

Legal disputes continue in Waterbury, Connecticut, between the city and Prospect Medical Holdings regarding the tax assessment of Waterbury Hospital. A state judge was scheduled to hear arguments on May 7 concerning the city's requests for deposition testimony and records that Prospect has contested. The city argues these records are necessary for their appraiser to complete the hospital's appraisal for the tax appeal. The tax assessment appeal case is scheduled to be heard on June 23. The bankruptcy filing by Prospect in January 2025 put an automatic hold on many lawsuits, but the tax appeal is proceeding because Prospect Waterbury initiated the state court action. The updated assessment represented a nearly 21% increase over the previous assessment. [28]

Recent court filings and reports continue to detail the fallout from Prospect Medical Holdings' bankruptcy and the preceding 2023 cyberattack. A report filed in federal bankruptcy court highlighted that several critical services at Rockville General Hospital in Connecticut, owned by Prospect, have remained closed since March 2020, which may violate state law requiring a 'certificate of need' for service terminations lasting over 180 days. [13] Calls have also been made for a criminal investigation into Prospect Medical Holdings regarding the closure of hospitals and potential mismanagement. [21] The closure process for Crozer-Chester Medical Center and Taylor Hospital in Pennsylvania is reportedly underway following a bankruptcy court hearing, with emergency rooms placed on diversion and Taylor Hospital closing completely. [21] Officials and community members have expressed significant concern over the impact on healthcare access. [19, 21]

Pennsylvania State Representative Leanne Krueger issued a statement detailing calls for a criminal investigation into Prospect Medical Holdings and resources for those affected by the Crozer Health layoffs. Following Prospect's announcement of the closure of Crozer-Chester Medical Center and Taylor Hospital, lawmakers requested the Attorney General open a criminal investigation into the current and former owners of Prospect, including those who benefited from dividend payments after the sale of Crozer's real estate in 2019. They also asked the bankruptcy judge to require Prospect to pay for ambulance coverage post-closure and to claw back funds invested since the bankruptcy filing. The statement indicated that due to Prospect's bankruptcy filing, a class action lawsuit by patients or employees would be difficult. Delaware County has created a website with updates on the Crozer Health System closure. [8]
