Gov. Tate Reeves vetoed the legislature's certificate of need reform bill Thursday, arguing it unlawfully attempted to circumvent an ongoing court case by granting a certificate to a single psychiatric hospital in Jackson [6]. A Senate amendment to the bill would have granted a new certificate of need to Oceans Behavioral Hospital Jackson and put to bed a legal dispute with Merit Health Central over the amount of charity care the hospital must provide [6]. For-profit, Texas-based Oceans reopened St. Dominic's Health's shuttered mental health unit last year [6]. Merit Health, which also operates a psychiatric unit in Jackson, sued Oceans last March, arguing it violated the law by using a workaround to skirt a health department requirement that it provide more free or low-cost care than it planned to in its application for a certificate of need [5, 6].

The health system is helping those in need, supporting charitable organizations and contributing to the area economy and its impact totaled an estimated $521 million in 2024 [7, 10, 17]. Merit Health's emergency rooms provide lifesaving, medically necessary care at more than 89,000 patient encounters each year, treating all patients regardless of their ability to pay [14, 25]. In 2024, Merit Health provided $306 million in charity and uncompensated care, as well as resources to help patients in need of secure medications and medical support devices [14, 25]. Capital projects in 2023 and 2024 totaled approximately $52 million and included a new interventional radiology department at Merit Health River Oaks and an enhanced imaging unit at Merit Health Woman's Hospital [14, 25]. Also in 2024, Merit Health expanded its behavioral health services by opening a dedicated chemical dependency unit at Merit Health Central, providing much-needed support for individuals struggling with substance use disorders [14].
