Responsible for the fiscal, operational, legislative, regulatory, and human resources objectives of University of Utah Health Plans. He was the inaugural director of the Utah Children's Health Insurance Program (CHIP) and was responsible for health insurance access initiatives for the Utah Department of Health. He was also a health policy consultant for Utah Gov. Mike Leavitt. Westover received an MPA at Brigham Young University and joined U of U Health in 2015, prior to that he was the president of Molina Healthcare of Utah.

He wanted to fundamentally change health care by addressing gaps in care and is passionate about rethinking health care so it can be patient-focused, affordable, and accessible.
