The Massachusetts Group Insurance Commission (GIC), which covers 460,000 people, is facing a budget deficit and requires supplemental funding from the legislature to pay claims through the end of FY25. The deficit is partly attributed to rising pharmaceutical costs, especially for GLP-1 weight-reduction drugs. Governor Healey has proposed a $240 million transfer from the General Fund for GIC premium and plan costs, and the supplemental budget is moving through the legislature. Despite the need for supplemental funding, health care services for GIC enrollees are expected to continue without interruption, and the budget shortfall does not impact the premiums paid by retirees, surviving spouses, or active employees. The Massachusetts Group Insurance Commission (GIC) held its annual open enrollment period from April 2 to May 1, 2025. This period allowed members to enroll in, cancel, or change their GIC health insurance coverage, enroll or re-enroll in Flexible Spending Accounts, or enroll in the GIC Buy-Out Program for coverage effective July 1, 2025. Members were encouraged to review the 2025-2026 GIC Benefit Decision Guide and utilize the new MyGICLink Member Benefits Portal. [2, 4]
