Duties include serving as Chairman of the Governor's Rural Affairs Council, Chairman of Rural Bond Bank of Illinois, head of the Illinois Main Street Program, and Chairman of the Illinois River Coordinating Council. Previously served at the Illinois Department of Innovation and Technology as Chief of Staff and then Assistant Secretary. [3] She has also served as Chief of Staff and Acting Director at the Illinois Emergency Management Agency, a Deputy Chief of Staff in the Office of the Governor, and as Chief of Staff and Legislative Director at the Illinois Department of Revenue. Previously served as the Air National Guard Principal Deputy Director for Operations/Deputy Director for Cyber and Space Operations at Joint Base Andrews, Maryland. [3] In this capacity, he served as the Air National Guard's Chief Information Officer. [3]

[10] He previously served as Chief Legal Counsel, where he supervised a legal staff of approximately 40 employees. [10] Prior to that, Kim served as Director, Interim Director, Ethics Officer, Deputy General Counsel, Assistant Counsel/Special Assistant Attorney General, and Project Manager for an IEPA-China pollution prevention project. Appointed by Governor JB Pritzker in 2019. [7] Her retirement follows decades of experience in national security, emergency management, and public safety. [7] Prior to joining the Pritzker administration, she spent more than three decades with the Illinois National Guard (IL-NG). [7] As the first female general in Illinois history, she completed her military service as the Assistant Adjutant General for the IL-NG. [7] Previously served as the Executive Director of the Chicago Office of Emergency Management and Communications and led a 12-person rapid response force for the Federal Emergency Management Agency Region V. Has served at IEMA-OHS for over 26 years, most recently as the agency's Acting Chief of Staff. [7]
