Appointed by Governor Michelle Lujan Grisham in October 2023, Armijo leads the state agency transitioning from the Human Services Department (HSD). She was Acting Secretary of HSD in January 2023 and served as Deputy Secretary from 2020 to 2023, directing IT and Child Support Services Divisions and leading innovations in Medicaid financing and policy. [3, 10] She has nearly 20 years of experience with the New Mexico Medicaid program, directing policy, administration, and operations. [7, 10] She served as the Affordable Care Act Implementation Director and Special Projects Director for Medicaid, and previously directed Medicaid child/adolescent health and school-based health center programs. Appointed in February 2024, Flannery is a health care industry expert with over two decades of experience in public health policy and Medicaid leadership. [5, 8] Her background includes strategic planning, health care integration, crisis response, and Medicaid administration. [5] She previously served Arizona's Medicaid program as a senior policy advisor and assistant director and has a background as a behavioral health provider. [9] She has a degree in psychology from Arizona State University. [9]
Appointed HSD Deputy Secretary effective January 2024, having served as Acting Deputy Secretary since March 2023. [4] Her 17-year public service career with HSD includes leadership roles during the COVID-19 pandemic and Hermit's Peak-Calf Canyon relief efforts, Marketing and Outreach Manager for the state's Medicaid program, and Bureau Chief of Medicaid's Communication and Education Bureau.
