John Baackes, the long-serving CEO of L.A. Care Health Plan, is set to retire at the end of 2024. Baackes led the publicly run insurer, the largest Medi-Cal plan in California, for nearly a decade, overseeing significant changes and growth following the Affordable Care Act's expansion. During his tenure, L.A. Care's membership grew significantly, and the organization implemented new administrative structures and cultural changes. [6, 9]

L.A. Care Health Plan and several Heritage Provider Network medical groups, including Regal Medical Group, Lakeside Community Healthcare, High Desert Medical Group, and Sierra Medical Group, terminated their contract effective December 31, 2023. This termination affected approximately 44,000 enrollees in Los Angeles County who have been reassigned to other groups in the L.A. Care network. Patients may be eligible to request continuity of care under California law. [4]
