A message to West Region TRICARE beneficiaries from the Acting DHA Director on tricare.mil addressed the ongoing challenges with the stand-up of the TRICARE Fifth Generation (T-5) contracts with new contractors Humana Military in the East Region and TriWest Healthcare Alliance in the West Region. The message acknowledged that both contractors have experienced challenges since January 1, 2025, and outlined actions being taken and progress made to improve performance, with a primary focus on protecting beneficiaries from adverse effects. TriWest Healthcare Alliance also provided a message acknowledging the challenges and expressing commitment to providing access to quality, timely health care. The Defense Health Agency extended the TRICARE West Region Referral Approval Waiver to June 30, advising TRICARE Prime enrollees to learn more about the waiver and bring a copy of the waiver letter to specialty care appointments. Information was also provided regarding authorization periods, point-of-service charges for TRICARE Prime beneficiaries, and ensuring providers are in the TriWest network for TRICARE Select beneficiaries to avoid additional costs.

Hill Air Force Base in Utah provided information on navigating the TRICARE referral process following the change in the TRICARE West Region's managed care support contractor from HealthNet Federal Services to TriWest Healthcare Alliance. The Defense Health Agency has implemented processes to assist beneficiaries during this transition, including a blanket waiver of the standard referral process for TRICARE Prime beneficiaries requiring TriWest's authorization for outpatient specialty care. Referrals generated prior to January 1, 2025, through HealthNet Federal Services will be honored through June 30 or their expiration date, whichever is sooner. The deadline for beneficiaries to establish enrollment fee and premium payments with TriWest was extended to February 28, and TriWest has improved its web portal for processing payments. Beneficiaries have experienced high hold times when calling TriWest's customer service line, but the referral waiver and payment extension are expected to help reduce call volume. TriWest has also implemented a call-back feature and hired additional customer service representatives.
