Sworn in as Covered California's executive director on March 4, 2022. Oversees planning, development, administration and evaluation of the organization's efforts. Served as Pennsylvania's insurance commissioner from August 2017 to February 2022, where she regulated insurance markets, oversaw licensed agents and insurance professionals, monitored financial landscape, educated consumers and ensured fair treatment. Established Pennsylvania's state-based exchange, Pennie. Prior to that, worked at the U.S. Department of Health and Human Services.
Appointed effective Dec. 1, 2022. Previously served as the director of Covered California's Office of Legal Affairs and as assistant general counsel. Has been with Covered California since 2012. Worked in the private sector prior to joining Covered California. Graduated from California State University, Chico and received his law degree from Gonzaga University.

Spent 30 years working as a civil servant for the state of California prior to Covered California, with more than 20 years of experience in human resources. Graduated from California State University, Chico.
