Recruited to New York in 2011 from Wisconsin where he also led a Medicaid redesign. He was the principal behind New York's effort to redesign Medicaid, a large program serving millions of New Yorkers. He was instrumental in redesigning the system to lower costs and help more residents, and was involved in efforts to secure a Medicaid waiver. At the time of his departure in 2018, he was the longest tenured Medicaid director in the country. [3, 6, 7]
Stepped down from his post in May 2022. He joined the Health Department in November 2019 as director of strategic initiatives, then served as special Medicaid counsel within the Office of Health Insurance Programs. He was named Medicaid director in the summer of 2021. [5]
Took Brett Friedman's place as Deputy Medicaid Director, and was serving as New York Medicaid Director as of July 2023. He has discussed the state's efforts in evaluating eligibility for public health insurance programs and preventing procedural disenrollments during the redetermination process. [4, 5]
