Based in Boise, Dr. Meltzer leads Regence's statewide health care affordability, quality, service and access initiatives for members through engagement with key employers and providers. He has an extensive clinical and administrative leadership background, previously serving as chief medical officer and senior vice president at Matrix Medical Network and Chief of the Department of Emergency Medicine and chair of the Emergency Medicine Residency Program for Kaiser Permanente in San Diego. He also works as a clinically active emergency physician and float physician in the Treasure Valley. He has co-authored multiple articles and book chapters and delivered many professional lectures. He received his medical degree from Boston University. Meltzer is a member of the American College of Healthcare Executives and the American Association for Physician Leadership.
Previously served as market president. Ruszczyk brings broad and deep health insurance expertise. Immediately prior to joining Regence, he served as head of marketing and sales with Kaiser Permanente in the mid-Atlantic states.
