Chief Legal Officer and General Counsel

Experienced attorney and leader in the health care industry. Prior to joining the Association, served as vice president, general counsel and chief compliance and risk officer of Sidecar Health Insurance Company. Also held positions as senior vice president of legal affairs and policy and general counsel at Blue Cross Blue & Shield of Rhode Island and assistant general counsel and privacy officer at BlueCross and BlueShield of Vermont. Holds a Bachelor of Science degree in political science from the University of Southern Maine and a law degree from Vermont Law School.

Kathy Paro

Vice President of Strategic Execution and Partnerships

Health care executive with over two decades of industry experience. Before joining BCBSA, served as senior vice president at Guidewell Connect, where she provided oversight for the delivery and client management of consumer engagement services to 18 Blue Cross Blue Shield plan partners. Also held leadership positions at Healogics, Hospital & Physician Services, and Inova Health System, and spent 15 years at Aetna in various roles. Holds a Bachelor of Science in business administration from Eastern Connecticut State University and a Master of Science in human resource management/organizational development from Rensselaer Polytechnic Institute.

Erin Barney

Vice President of Network Solutions

Based in BCBSA's Chicago office with more than 20 years of experience in health insurance. Joined BCBSA from Health Care Services Corporation, where she held multiple leadership positions, most recently as vice president of market and network delivery. Has served members in Texas and Illinois. Holds a master's degree from Saint Mary's University of Minnesota and a bachelor's degree from Augsburg College.
