Joined Care1st Health Plan as President in March 2017, assuming responsibility for members in California and managing the health plan's Medi-Cal growth strategy and integration with Blue Shield of California. He was announced to continue in this role under the new name, Blue Shield of California Promise Health Plan, starting in 2019, serving Los Angeles and San Diego counties. He has over 30 years of healthcare experience including managed care health plans, medical group management, hospital administration and information technology vendor services. Previously served as chief medical officer at Health Net, Inc., and was the first president and chief executive officer at California Health & Wellness. Was part of the founding executive team that created and launched CalOptima in Orange County, California, where he served as its chief operating officer. He earned an M.D. from Tulane University School of Medicine, a M.P.H. from Tulane University of Public Health, and a B.A. from Tufts University.
