Anthem Blue Cross and Blue Shield announced updates to its Medical Policy and Clinical Guidelines, effective October 1, 2025. These updates, available on anthem.com/provider and fepblue.org, include new policies for gait modulation systems, encapsulated cell therapy, mesenchymal stromal cell therapy, and autologous cell sheet-based gene therapy, as well as revised policies for treatments for urinary incontinence, products for wound healing, and neonatal levels of care.

Lou Gianquinto

President, Anthem Blue Cross and Blue Shield in Connecticut

Graduated from Southern Connecticut State University and earned a master's degree in Business Administration from the University of New Haven. [2, 7] Previously served as president of Missouri Care, Anthem's Medicaid business in Missouri. [2, 5, 6, 9] Also held several roles in the insurance industry across Connecticut, including with UnitedHealthcare and Oxford Health Plans, from 1995 through 2008, where he led initiatives to improve quality, manage costs and increase affordability. [2, 5] Originally from West Haven, CT. [9] He leads a health plan accounting for more than one million lives in Connecticut and works to simplify healthcare and improve lives for members and communities. [6, 9]

Lou Gianquinto

President

Lou Gianquinto has been president of Anthem Blue Cross and Blue Shield of Connecticut since 2020. [2, 4] Previously, he was president of Anthem's Medicaid program in Missouri. [3, 4] He has also held roles at UnitedHealthcare and Oxford Health Plans. [3] Gianquinto was born in New Haven and grew up in Woodbridge and West Haven, Connecticut. [3] He graduated from Southern Connecticut State University and earned a master's degree in Business Administration from the University of New Haven.
